The Cieza City Council's governing team, through the Departments of Finance and IT, has been adapting its technical systems to ensure everything is ready for the new contracts law to come into effect on March 9, 2018.

 

This legislation requires municipalities to conduct their procurement processes electronically, which requires them to eliminate paper tenders and to register and publish all documentation on their websites.

 

In the words of the Councilor for Electronic Administration, Miguel Gual, "everything has been done through the State contracting platform for months, and this has resulted in a greater supply of companies and, consequently, increased competition among them."

 

The new law stems from European regulations that aim to combat corruption in contracting by eliminating paperwork and leaving everything recorded electronically and accessible to companies.

 

"As of today, everything contracted in this City Council goes through the platform," explains Antonio Martínez-Real, Councilor for Finance. "At this City Council, we have been preparing and training for months in this new system so that, today, we are part of that minority of municipalities that have done their homework and are ready for the change and can soon begin electronic bidding."

 

Electronic media are as immutable as paper, and everything is recorded. The new law will minimize corruption in the administration, and everyone will have to adapt to it or face fines of €186,000 a day.
