Hello everyone, here we leave you the order of the Ministry of Health by which complementary measures are adopted to the Order of the Ministry of Health by which the activation of the PLATEMUR plan is urged to face the global pandemic of Coronavirus.

 

According to reports from the relevant departments of the Ministry of Health, the epidemiological situation could worsen imminently if social distancing measures are not strengthened, both due to the dynamics of the cases already confirmed in the Region and the increase in the population from areas where community transmission is observed.

Therefore, faced with an infection with significant transmissibility (each patient can cause two or three illnesses) and the potential repercussions on people's health and the healthcare system (6.4% of patients in Spain have required admission to the ICU and 2.9% have died), it is strictly necessary to generalize some of the extraordinary measures to stem the epidemic throughout the Region.

However, as of today, extending lockdown measures restricting people's freedom of movement to the entire region is not essential to ensuring containment of transmission. Instead, social distancing measures are required, with the suspension of operations in cinemas, nightclubs, restaurants, bars and other similar leisure and entertainment establishments, shops and shopping centers, and parks and gardens.

Furthermore, given the doubts that have arisen among some commercial and public sectors, it is necessary to determine the list of recreational and leisure establishments that will be required to close, as well as to define their inclusions within the definition of commerce and to specify the list of establishments estimated to provide essential goods.

Therefore, the purpose of this Order is to extend the closure measures for cinemas, nightclubs, restaurants, bars, and other similar leisure and entertainment establishments, shops and shopping centers, and parks and gardens to the entire Region of Murcia. The Order also determines the list of leisure and entertainment venues that must close, as well as specify the list of establishments that provide essential goods and establish recommendations to ensure safe operation.

It is provided:
First.
1. Given the health emergency situation existing throughout the region due to the global coronavirus pandemic (COVID-19) and the need to contain the transmission of the disease, the reinforced containment measures are extended to the entire area of the Region of Murcia, with the exception of confinement measures that may entail a restriction on the freedom of movement of people, which will be limited to the area of the municipalities of Cartagena,
San Javier, San Pedro, Mazarrón, Águilas, Los Alcázares and La Unión, and under the terms established for this purpose in the Order of the Ministry of Health, which urges the activation of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR) to address the global Coronavirus (COVID-19) pandemic, dated March 13, 2020.
Second.
1. For the purposes of applying the Order of the Ministry of Health urging the activation of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR) to address the global Coronavirus (COVID-19) pandemic dated March 13, 2020 and this order, the following shall be considered leisure and recreation establishments in all cases:
Cinemas
Theaters
Auditoriums
Circuses
Sports venues
Fairgrounds
Casinos
Bingo halls
Gambling halls
Betting shops
Sports stadiums
Sports halls
Sports venues
Sports clubs
Skating rinks
Gyms
Competition pools
Recreational swimming pools for collective use
Water parks
Spas
Thermal spaces and pools
Arcades
Multi-leisure parks
Museums
Libraries
Conference rooms
Multipurpose rooms
Concert halls
Restaurants
Banquet halls
Cafeterias
Bars
Ice cream shops
Establishments for zoological, botanical and geological activities
Party rooms

2. The specific establishments included in this list may be modified by resolution of the Director General of Public Health and Addictions.
Third.
Restaurants will remain closed to the public and may only provide home delivery or pickup and home delivery services.

1. The following commercial establishments, listed according to the National Classification of Economic Activities 2009 (CNAE-2009):
4612.- Intermediaries in the trade of fuels, minerals, metals and industrial chemical products.
4711.- Retail trade in non-specialized establishments, with a predominance of food products, beverages and tobacco.
4721 .- Retail trade of fruits and vegetables in specialized establishments.
4722.- Retail sale of meat and meat products in specialized establishments
4723 .- Retail sale of fish and seafood in specialized establishments
4724.- Retail sale of bread and bakery products, confectionery and pastry in specialized establishments
4725.- Retail trade of beverages in establishments

4726 .- Retail sale of tobacco products in specialized establishments
4729.- Other retail trade of food products in specialized establishments
4730.- Retail sale of automotive fuel in specialized establishments
4741.- Retail trade of computers, peripheral equipment and software in specialized establishments
4742.- Retail trade of telecommunications equipment in specialized establishments
4743.- Retail sale of audio and video equipment in specialized establishments
4752.- Retail trade of hardware, paint and glass in specialized establishments
4762.- Retail sale of newspapers and stationery in specialized establishments
4773.- Retail sale of pharmaceutical products in specialized establishments
4774.- Retail trade of medical and orthopedic articles in specialized establishments
4775.- Retail trade of cosmetic and hygiene products in specialized establishments
4776.- Retail trade of flowers, plants, seeds, fertilizers, pets and pet food in specialized establishments
4791.- Retail trade by mail or Internet
2. In any case, the following will be considered included within the concept of commerce included in the Order of the Ministry of Health urging the activation of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR) to address the global Coronavirus (COVID-19) pandemic dated March 13, 2020, and therefore, must suspend their activity:
- Hair salon.
– Beauty centers and beauty salons.
– Manicure and pedicure centers.
– Massage centers.
– Hair removal centers.
– Non-health centers providing body maintenance services.
3. Product sales with home delivery may continue, adopting hygiene measures that guarantee safe delivery.
4. The specific establishments included in this list may be modified by Resolution of the Director General of Public Health and Addictions.
Fifth.
In the case of collective commercial facilities, such as municipal markets, shopping centers, or malls, commercial activity will be suspended in those establishments within them and not included in the previous list.
In the case of large stores, customers will be allowed access only to those areas designated for the previously permitted activities.
The closure will not affect bars and restaurants located in hotel establishments, provided their activity is strictly limited to their guests or facility workers.
In all cases of permitted opening, the presence of customers will be strictly necessary, with strict hygiene safety measures being taken, the established safety distance between customers must be maintained, and an adequate flow of entry and exit must be ensured, ensuring that the number of users entering corresponds to the number of those leaving the establishment, thus avoiding crowding.
Sixth.
The Director General of Public Health and Addictions is empowered to issue any acts necessary to implement this Order.
Seventh.
The implementation, monitoring, and control of the measures adopted in the previous point will be carried out within the framework of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR).
Eighth.
The effects of the measures contemplated in this Order and in the Order of the Ministry of Health by which the activation of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR) is requested to confront the global Coronavirus (COVID-19) pandemic dated March 13, 2020 will be extended until March 31, 2020, without prejudice to the possibility of its extension, which will be agreed upon prior to the expiration of said period.
Ninth.
Judicial ratification of the contemplated measures will be requested through the appropriate regulatory channel in accordance with the provisions of Article 8.6 of the Law on Contentious-Administrative Jurisdiction.
Tenth.
This Order will enter into force on the day of its publication in the Official Gazette of the Region of Murcia.
